A program in which learners personal details are logged, from which class lists are printed, in which you enter test and exam marks and then have it generate report cards, etc.

I am tentatively looking around to maybe switch from our current program.

Did I mention ease of use. I'm an idiot and the two secretaries we have aren't that bright either. The problem I have with our current custom program is that it is impossibly complex and the user interface is nowhere near intuitive.

The obvious thing to do would be to read the manual.

Failing that, Access is really not that hard to learn if you're the IT guy. Create a few tables and queries linked to few forms that are visible to the end user, and Bob's your aunty.

SAMS? I feel for you if you're using SAMS :)
Though that wouldn't be a custom proggie I guess.

Catch 22. I say it's prolly better to get something developed for you - low cost, keep it simple and to the point. Don't develop a system that does everything that opens and shuts.

Depending on your own skills, consider MS Access with a SQL DB or consider looking into Lightswitch
http://www.microsoft.com/visualstudio/en-us/lightswitch

Next Q, who developed it and what components does it use?

It is a local package. I rolled it out during my time as School IT admin. Teachers liked it and it didn't give me any issues.
