Why can't I resolve this ip?

For some reason at night I can resolve this ip 87.117.239.129 ? on cellc? it works 100% during the day or any other network

Tested with vpn it works. But does not work on cellc

Could you guys please ask your network team why I can't connect to 87.117.239.129
I use this ip range every night but now its a problem. It works when I use a vpn or vodacom,mtn,telkom.
