Why does win10 use HDD 100% these days?

Whatever, I'm adding you to my ignore list, you already know the solution of going with SSD, if you can't convince your boss of that, it's such a minor cost, and is insane if you're installing software/work on them, that it's completely useless company to work for.
Well then I can stop responding to someone that refuses to actually address the question asked.

I suspect page filing contributes this. When I only had 8gb in my laptop, hdd usage often sat at 100%. Now with 16gb it rarely hits that.

I interpret that as the base OS excluding anything else sitting at 350GB which is why I commented about it being very wrong.
Let me put it this way, I meant everything excluding documents and user software and program files.

If I could move program files without creating a time bomb I would, this is sitting at just 20GB though.

Games if in use are installed on second partitions anyway.

I checked. Much of the space taken up doesn't even register in file explorer so it must be in the shadow system or something. Win10 sees empty space and simply confiscates it for own use.

As you can imagine the 4GB Desktop becomes rather useless rather quickly..... if I had confidence the user could use it I would have put linux on the thing years ago.
 
Yes, newer hardware is getting faster.... the software though is getting slower.
No, Windows is not get slower. It's been getting faster.
Your system might be getting slower, but that's because you're
- running higher workloads
- using heavier software
- have subsystems with problematic drivers and/or firmware
- have misconfigured your device
- &c

Nothing other than windows changed.

I could now reload 1909 and the machines will be lightning fast in comparison.

Windows seems to be getting faster because it takes advantage of newer hardware in ways it previously did not..... this does not mean it is actually getting faster because it's hardware dependent.
 
Try disabling background apps
the only large usage app running is firefox

In other PC's expecially the 4GB one..... it started taking 15-20min to completely boot without anything extra being started.... it's rediculous.

Sorry bud, but you're looking for a different answer than the correct answer because the correct answer doesn't fit with your conclusion.

Windows 10 hasn't gotten slower. I've had the last 3 major updates on the same hardware with no degradation in performance.

There is something wrong with your setup. Either a software (my guess) or hardware issue. And, like it or not, mechanical hard drives are slow as ****. If they're 5400RPM drives, they're literally bottom of the barrel and were slow the day they were made. Don't take offense to it, it's just a fact.

Ideally, upgrade to SSDs. If not an option, it's time to dig in and find exactly what is using the HDD. My guess would be AV scans or Windows updates installing in the background.

To control which apps can run in the background

To stop most apps from running in the background

I did this yesterday on my laptop, disabled at least 25 apps running in the background, free up 5 to 7% memory
 
Only one is a laptop, they are running an assortment of different AV's with only one running defender.... it also happens to be the slowest one.

The only common denominator is win10
You're not running multiple AVs on each laptop though, right?

Yup, makes sense.
All you do is browse the internet, you can see disk usage spikes when network spikes because the data can’t be processed fast enough.
There’s hardly any RAM so it uses the HDD which bottlenecks the entire system, which wouldn’t affect IRQ events.

Multiple systems running on diverse hardware.... using HDD's that were fine for the OS for years and suddenly they turn geriatric? The hardware did not change so it must be the software.

My question is simple, what did M$ change to make the software perform slower on older hardware?

If you are running newer hardware with an OS optimized to take advantage of that fact.... you would have a completely different experience.

Each PC is running a different AV, the slowest one is running defender.

The only thing they have in common is win10.... and they all started getting slower at around the same time as each went up a feature update tier. This cannot be a coincidence.
