But for those of us who love our children, who raise them properly - so that they get welcomed where we go, and contribute to society - why on earth wouldn't we have them? Frankly nothing on earth could persuade me to forgo the immense, humbling privilege of fatherhood.

But to answer your question - children are incredibly rewarding, it is also important to bring children into this world who are loved and educated and who can make a positive impact on the future for mankind.

How about people actually planning families, how about people taking the precautions to ensure that they can afford to feed, clothe, school and support the child or children they have.
There is a big difference between you planning for your child/children, and the millions of unplanned unintended births that take place annually due to lack of birth control, lack of access to any form of birth control, and most importantly lack of education with regards to sex education and family planning.
Its not about not having children, its about being intelligent and enlightened enough to know when and how many.

I'm not disagreeing with you at all on the above opinion. If the individuals cannot control their procreative urges (as below) does it become the responsibility of the State to regulate birth control? As in China...

I share a similar outlook.It will eventually come down to legislation probably in the form of a tax penalty or tax rebate.
At the moment we, the taxpayers pay/reward people to have children they cannot afford in the form of welfare monies.
In the future, people will be taxed per child conceived or those that go for voluntary sterilisation will be rewarded. (tax rebate)
Now you should understand why there will always be a minority of very wealthy and educated people.
The poor masses, through their unplanned breeding, are impoverishing themselves, year after year, decade after decade.
There is a momentum behind our civilisation which is difficult to control, slow down, speed up, change or influence. It is the momentum of 7 billion souls going about daily lives, living in the now and not being able to see the future hole they are digging for themselves.
Humanity has a chronic inability to manage resources (humans being the number resource). Humanity is just waking up to the shock that planetary resources are finite.
There is much heartache in store for humanity, there will be nothing fair about the coming resource wars. The majority of poor and destitute are likely to overrun the minority and educated classes through sheer numbers, and when the hunger comes and when the power fails, the middle classes will improve their personal security, keep their their heads low and try and ride it out, but in third world countries, many will be slaughtered, punished for having more, for having lived frugally.

However... on the tax penalty; how can you apply it to a person who does not pay Income Tax? You can only increase VAT and sin taxes as that is all that impacts directly on most people who already receive welfare/social grants.
The sad reality is that young, unemployed girls are deliberately falling pregnant to be able to claim child grants, totally ignorant of the impact on the taxpayer and our finite resources.
It's a downward spiral to the destruction of civilisation as we know it today.
