Above is my Geekbench CPU scores for my PC-1 and PC-2.
I don't know much about PCs but from the multi-core score above, I would think that PC-1 is better than PC-2.
In reality PC-1 is so much slower than PC-2. Both have the same version of Windows and have exactly the same software (e.g. MS Word etc) installed.

Here is a comparison of the speed in opening applications:
MS Word
PC-1 : 8 seconds
PC-2: 1.5 seconds
(It takes PC-1 8 seconds to open MS Word but only 1.5 seconds for PC-2.)

Chrome
PC-1 : 30 seconds
PC-2 : 2 seconds

Microsoft Edge
PC-1: 38 seconds
PC-2: 2 seconds

Why is PC-1 so slow compared to PC-2?
Am I missing some drivers?

Another thing, PC-1 only has CPU usage at 5% and memory usage at 55% when I try to open e.g. Chrome. So it's not like it's overworked. PC-2 also has similar usage.

Those scores are normal for those CPU's.

Considering that the dual core mobile i7-5600U is almost 7 years old, and the i7-3615QM around 9 years old, you can't expect much from them.

I don't understand.

Does PC 2 have a SSD and PC 1 a HDD? That would explain the difference

Damn, my PC-2 is at the office so I can't check now. But I'm certain PC-1 has a HDD and a small SSD.

Check processes in Task manager for SVCHOST.EXE, check what its running at in terms of memory, cpu and disk.
and are there different disk drives eg ssd, hdd.

There's the SSD on my PC-2.

EDIT: Sorry this is PC-1

You should be running Windows on the SSD, it will make the entire PC faster.

I'm guessing PC 2 is running on an SSD?

EDIT: Okay I see that screenshot is from PC2.

What is going on with your PCs though? You have Windows running off the HDD not the SSD, but your SSD is only 16GB so that's too small to run Windows on properly.

Basically, get SSDs for your PCs.
Are both PCs running 8GB RAM?

What does this PC have a 14.9 GB SSD for?

Would installing Windows and all my applications on the SSD work?
I can use the HDD to store all downloads etc.

Not on that SSD no, it isn't big enough.

You will need to get a new SSD and then have someone install Windows and your programs on it and transfer your data across.

This is what you need.

That PC is ancient bru, that might have been the standard size of SSDs at the time. No idea.

Why is it ancient?
It handles screen recording with OBS better than the other two PCs you see in the Geekbench screenshot.

Ok if that was the standard size, why did they put it here?
What function is it serving in this system?
