That CPU is from 2012. That's 9 years old which, in PC time, is ancient.
But, as I said, upgrading your HDD to a new SSD is the solution to your problem.
This is precisely the purpose of an SSD - it speeds up the entire functionality of the PC, from booting into Windows to opening programs to general responsiveness.It's only slow in opening apps. After that it works as good as my new PCs.

I'm guessing you (or someone) has formatted and reinstalled that laptop before. The 16GB SSD was almost definitely in there as a "cache" drive, where it's configured to operate as part of the bigger disk (Google for Intel® RST) - You might be able to enable that after the reinstall using Intel's software. Probably as a cache drive (virtual memory) for the main drive and after you loaded Win10 it wasn't setup as such anymore ???
