Why reinvent the wheel?

So what stop me from not using my allocated spectrum then? It seems as if I will not pay for it, if I do not make money from it?

I agree with this approach, but then you must have a definite use-it-or-lose-it policy in place.
 
The answer is simple, because ICASA's staff are not qualified to do the job they are trying to do.
 
Like many other things related to guavamunt in South Africa, they always want to do it in an African way, rather than use the oppressive European (read white) way.

This means anything and everything takes 10 times longer to do and often doesn't work as well as it isn't a tried and tested method of doing whatever.
