The KR2 Mobile Router allows you to create a Wi-Fi® hotspot virtually anywhere. Well if you could remove the RUIM, then yes anything would work, but that is the point. Neotel lock you in with their devices because you cannot remove the RUIM "sim".

I actually checked the device it has USB...
 
That looks like something that could work together with the Neotel USB phone but you would need to test it first as there might be incompatibility problems with some USB devices. Some of the 3G/HSDPA routers do not work with every available device on the market even though they might have the correct interface such as PCMCIA/USB etc. You could even try the Neotel device with one of the HSDPA USB routers.

The Australians seem to have had some success with attaching Huawei E220's to the Asus WL-500g Premium router running Koppel firmware. This firmware also supports several USB CDMA devices such as modems or phones (presumably most devices based on either an FTDI or a Prolific PL2303 USB to serial bridge controller). I think the Neotel device uses an FTDI controller. This router sells for around R850 in SA but for less than R500 in the US or Far East so this might also be worth investigating.

This company loads the Koppel firmware and then resells the Asus router as a 3G/HSDPA router ...

Nope D-Link in SA does not have a Express Card router. The only one that comes close is the DIR-451, standard 3G router.
