Typically happens on installs where Windows Update is in the middle of managing/performing service updates, and mostly on Windows 10 Home. It will bug out like that for a while, and resolve itself later.

Most of the time, however, I've seen this on computers that are not properly licensed and are running a KVM activator.

This TPM requirement is going be a problem.

Windows update should always be managing its updates. It's not home and it is licensed properly.

I should note that it also happens while in the middle of an update, or a version upgrade that's happening in the background.

Done my work pc and home pc all 10 yrs or older, I'm impressed all my high seas software works as normal.

Nope, nothing like that happening either. *Shrug* whatever, my laptop was made this year. So should be fine.

I've also seen it on computers where people sign in with their UNISA account to Windows 10 to get access to the free Office 365 license. Because it's an Azure AD account, they'll get the same message constantly.
