Windows 7 & 8 installed laptop query

So I've got a beginner question that I'm sure some of u on the forum will rip but here goes:

So I stumbled upon this laptop with Windows 7 and 8 installed, I'm not that tech savvy so was wondering how does it work? My main computer still has Windows 7 and yet to move to 8, would rather get laptop that has 7 on but if I can get both why not? Was just wondering how it works, eg do you decide which one to load on log-on screen or other way..? :confused:
 
dual booting allows you to switch between operating systems but its best used if you have enough ram and a fast processor that can handle the speed

Why not just format and use win 7, windows sh8 is horrible and it just takes up space. Also dont you think is stupid to have 2 windows on a single pc? I can understand OSX and windows but not windows and windows. You also run in the the problem of switching back and fourth because you have one program that you need on the win 7 side but you are logged in on the win sh8 side.

Incorrect, we are talking about dual booting not Virtual Machines.
