Erm, no its not, not enough info for me at least, hence the question?
It only references Win 8/7 Pro OEM, since I do not have access to any OEM licensing I need to know if this applies to DSP versions as well otherwise I cannot pursue this course.

Yes it's only for Pro, some companies allow try to buy one if you buy some hardware as well, like a Microsoft mose or a motherboard or a FX card.

Yes all info is in that link, and yes its OEM only but I pointed above how to sort this out.

Think so. The other way that I know to get downgrade rights is to 'upgrade' your Windows version to Open/Volume licensing. Not sure if there is a minimum number that you need to by to do this.

It is probably cheaper and less hassle to bite the bullet and install 8.

Open volume licensing is geared for businesses and the min order quantity is 5. They don't care what the 5 is though so most of the time you can get what you want and whatever there is on the price list for under R50 to get the quantity up to 5 and qualify. I however have not tried getting a license for an individual, Microsoft might put up a fight before issuing the license.

Another thing to remember about open volume agreements is that Microsoft now has your details which means a Sam audit is far more likely.

Just buy Win 8 Pro and downgrade already.

You legally allowed to do so. It also covers the base that if he ever wants to move on he could.

Uhm no, DSP licensing cannot be downgraded, the method might work but will be considered piracy. Also, OEM licensing is very difficult to come by and can also become a nightmare. It is intended to be included with pre assembled computers and buying it off the shelf is a no no(could be wrong here, not really involved in the OEM side)

Let's not start with the Windows 8 upgrade Keys, make 100% that whatever the idiot behind most counters sell you can be installed on a new computer(some versions will require an existing license ie Vista or Win 7 to legally run win 8), Microsoft will be best to confirm this with.

Oh how I love licensing....
