It's completely legal to paint whatever you want on the road if the local government says you can.
I have no evidence to substantiate this, or to the contrary.

Not that I'm saying they have a problem with non-compliance, but I strongly suggest they consult nationals laws and supporting docs. It's specified down to exact dimensions. What's next? Pink, purple and orange traffic lights?
