Does anyone know of any good plugins for a wordpress photography website?

The photographer wants people to be able to view their photos online, select a certain number that they are allowed to download and then be able to download only that certain number.

I have considered using woocommerce but would prefer not to as the payment gateway would just complicate things.

Also they want a secret url (not Password protected page) I have suggested sites such as pixieset.com but they want everything on the one site.

you're not forced to use a payment gateway at all. having said that, if they want custom development done, show them the cost difference between using an already established site (as you've mentioned) to augment their own, and then they can weigh the cost vs feature tradeoff

Just a note, pixieset.com has this feature:

Custom Domain Mapping
You can map your domain transparently over ours, so that your client will only see your brand.

So their site will always display in the URL bar, the client won't know the difference

A subscription to a site that allows something like this might be more advised.
