Xenophobic attacks embarrassing - Bheki Cele

Quite a colourful choice of police commissioners we had:
- Jackie Selebi, who was suspended in January 2008 following charges of corruption. Found guilty of corruption in 2010 and despite a 15 year sentence was released in 2012.
- Bheki Cele was dismissed as national police chief in December 2012 due to two police lease deals signed (worth close to 2bn Rand) with business tycoon Roux Shabangu. FWIW - he also tried to stop the Nkandla report in 2014.
- Phiyega with various degrees in social work/social scienes has zero policing experience when hired in 2012 (except that she chaired RTMC and was commissioner of RAF - both pretty much run into the ground)
 
A question, how many people were in exile pre '94, is there a source for this?
The ones I find list maybe 20000 total?

I think it was close to 50,000 and the 20,000 was people in political exile. Wasn't there a discussion about repatriation of those in exile costing in excess of 1bn Rand? I wonder if this ever happened?

The reason I ask is that are South Africans not getting maybe a raw deal here?
Firstly, there is absolutely no excuse, none whatsoever for the xenophobic violence, let's just make that abundantly clear!!!

My point is that our government goes around and tells everyone that these other countries accommodated our exiles pre '94, they were distributed across mainland Europe, the US and Africa, lets say 100000 or even 500000.

In South Africa, with our very open borders, lack of migration control, etc I think the migrant number must be staggering! Census 2011 put it at 2.3 MILLION, and thats just the people that participated. A 238% increase since 1996!
That's a lot of load for one country to bare. At some point something will break and has.

I believe we really need to get a handle on migration here.
