Make DSL avaliable to pre-paid phone lines.
Allow pre-paid DSL (like R8 per day of DSL access)
Solves the problem of telkom "double" charging for DSL [without them throwing a LLU is impossible] and enables poorer households to try DSL without much risk and giving better exposure/options

1. Give all telecom operators an official memo stating "the public actually do know that you are robbing the blind" !
2. Ask all broadband providers for their minimum consumer price, take an average and divide this by three. Make the result of this simple calculation the maximum consumer price or risk suspension of operator license!
3. Suspend a few licenses just to show you mean business!

short solution: drop prices across the board, adsl ip, interconnect the works. chop the fat cats that don't work salaries and fire the incompetents
long term:get rid of the corrupt officials, which might mean the country will be without a government then.........
 
1. Telkom needs to be a wholesale network provider with highly regulated charges.
2. A portion of ISPs profits (-+10%) set aside for network upgrade.
3. Do away with Line Rental + ADSL fees. (Im sure these can be hidden charges in the price of bandwidth so that business/
government and heavy downloaders "pay as they use")
4. ICASA needs to grow some bolz and finally become an efficient and effective regulator.
5. Services like IPTV(Netflix/Hulu) need to be encouraged to boost demand (that should have a knock -on effect on the price of DSTV "remember, its not only Telkom that plays devil")
 
While a diverse portfolio of products is preferable in any environment, we have to take into account the total size of our market in relation to the markets we compare ourselves to. In saying that, I believe that we need to simplify our infrastructure, and make it more accessible to individual ISP’s. I also do not believe that Telkom’s current infrastructure is still in a position to be the savior of all things IT (LLU).
In order to achieve this, ICASA needs to set up a framework, whereby it is easy for small companies (or groups thereof) to create, manage and sell infrastructure. The best way to encourage growth is to illustrate incentive for the individuals taking the risk. The current red tape makes this impossible for any small company.
The current impression is that ICASA does not view itself as a department for enabling growth within the sector, but as a police force. This is not, or should not be their mandate.
 
I think the Drive to get Naked ADSL must be stronger and should happen sooner, to allow access to the internet without having to rental a Telkom line rental and a DSL line. I still dont see why we are forced to have a Telkom line rental (home line rental fee) in order to have a DSL line to access the internet. This should be an option to the customer and allow them to have access to the internet by only renting a DSL line. Bit streaming must take place by November this year no later then that. Reduce the IPC as this is one of the causes DSL is still high. We need to be inline with the country's broadband plan, which is to get all South Africans internet access by 2020. But I think this should happen sooner and not wait for 2020 but rather make the changes within a 2 or 3yrs gap after but streaming comes into play. What the point we have access to all these cables this country has invested in coming into our country but nothing is happening because prices are too high.
