I'd have driven ahead, pulled over, got out and come back and given them a PK. But first I would have scolded them for throwing stuff/trash out of my car like some uncivilized hooligan (before he had even exited the vehicle).

Morally to blame yes, but I don't see any legal transgressions committed by the driver.
 
I was once a victim of road rage when my old beat up Merc broke down on an incline and it took some time to roll it to the side with my hazards on traffic and all etc.

A young charou in a souped up Citi Golf with sound and mags that cost more than his car comes speeding way over the speed limit and he had to brake suddenly cos I was halfway in the process of moving off the road. He stops his vehicle and jumps off and is like "Hey you fat bald bastard, I'll **** you up, you dunno me ekse you almost made me smash my car etc. I didn't say anything and walked to my car and took out my 4-sided wheelspanner and this oke runs back in his car and speeds off!
