Afaik it is still possible, you would need supply the cell providers with the IP of the server that hosts the site.

We assisted a customer during covid to attain accreditation as a zero-rated website.
A starting point would be seeking approval from the Education Department.
Upon approval, ISPA assists with contacting its members to request the zero rating (You will need to contact any non-ISPA members directly)
Some caveats to consider:
You will require a static/dedicated IP address.
Use of public/free CDNs would not be allowed, Paid options are available that cater for Static IPs.
Only educational content can be served from the IP address.
