Johannesburg - South Africa's immigration minister says Zimbabweans are welcome to enter the country without visas, a change expected to slow the flow of thousands of asylum seekers from the troubled northern neighbor.

Nosiviwe Mapisa-Nqakula says Zimbabweans no longer need to apply and pay for visas before travelling to South Africa. Instead, they can apply for a free 90-day visitor's permit at the border.

She says Zimbabwe citizens can also apply to do casual work while in South Africa.

I must be biased and/or highly confused, so could someone *pleaseplease* explain how this will "slow the flow"???

It won't. It's to stop them applying for asylum, which is an expensive and time consuming process (for the government). They're going to come to SA no matter what, may as well make it legal. Also coming as a visitor gives them less rights than being a refugee.
 
I believe what will happen is this. It will allow Zimbabweans to come and go. At the moment, a Zimbabwean feels obliged to stay because they took a chance in coming and may never be allowed back if they go home. By removing this restriction, they won't be inclined to stay - or at least that's the thinking. The paperwork is also a huge problem because they HAVE to stick around in order to get it.

South African officials believe many of the 8 000 or so Zimbabweans who apply daily for asylum status will now opt for the visitors permit.

It will slow the flow of asylum seekers. This means that Zimbo's with no papers can just come in and stay, which is a change from the present position where they need some kind of permission to remain in the country. So many were coming in and lodging lots of paper that needs to get read by officials.

What the change means is that they can come and go as they please without a need for any other kind fo permission. So people coming in will not need to apply for asylum. This is turn means that there will be less paperwork flowing which in turn means more time for public officials to sit on their bums. The "Slowing of the flow" applies to the irritating paperwork and not anything else.

Anyhow, I don't see how it will slow or speed up anything. It'll be business as usual.

Requiring visas to enter would mean that we would also have to have effective border control, nuff said.
