I think it means that ISPs can now buy Seacom bandwidth directly from Seacom.

SEACOM is the ISP. So the user will still be charged for the redundancy from SAT-3/SAFE, EASSy and soon WACS.

Not at all. They are providing iECNS licensees with Internet access (as opposed to only point-to-point IPLC offerings).

Seacom should focus on providing a STABLE link service before it even thinks of venturing onto any other offering's! Its terrible using a service that has such a poor up-time! Seacom, spend more effort on fixing the stable cable link problems, less time on new services!
