ECNs can lay cabling for IP telephony if they like, ADSL is a usage of copper infrastructure installed and managed by Telkom and very little more.

The case for LLU does not include "IP telephony" other than from some rent seeking operators.
 
IP switching is what MSAN/ISAM is about .
Not just 20meg 40 meg .
When the MSAN/ISAM are installed the old analogue exchanges are switched off , this has and is happening .

Been running my business over IP-voice only for a few years - previously over ADSL - 10 lines ran fine over our slow ZA ADSL, even with 512kbit up, and now we're on Neotel fiber which comes with a proper SLA and is awesome. We're using Snom dual-port phones - less than R1k each, has integrated gbit switch and works like a bomb. Zero rewiring needed, just pop the phone in-line in existing infrastructure.

I don't know why anyone would still use analogue telephony, unless they genuinely don't know about IP telephony - it's inferior in every respect.

Don't worry about that voice rent - it'll pay for itself in no time if you switch a bunch of voice lines over to IP. It's actually good to have as a backup if and when your IP provider has an issue. You can phone them on it and moan at them :)
