What a joke!
Turn on the digital signal nine months before anyone can watch it.
Make the signal digital, but not HD... so why bother.
Encode the signal so you need a STB and a decrypter,
Encode the signal so you cant buy a TV off the shelf!
Force TV manufacturers to buy your decoder chip and retrofit it to their receivers, we all know that SA is a HUUUGE market for Sony, Samsung etc.
Double the cost of the STB because you want "cherries on your ice-cream" (government services OTT), but lots of people can afford bread! And outside of tax (surprise) there are no online government services!
Then just to make sure that this will work, give the signal distributer LESS THAN HALF the money they need to build and install the digital infrastructure.
Way to go bright spark.

Gollly gosh! What country are you in? All the TV's here in SA are still analogue.Analog TVs: These include NTSC, PAL or Secam systems. Most retailers have now sold their last analogue products and will now only sell digital goods
I bought a LCD tv with digital tuner in the UK. Will I be able to use that digital tuner built into tv? Do they use the same spectrum?
