Can't connect to any smpt server

I can't connect to telkom's smtp server, and neither can I connect to my website's smtp server.

Thunderbird tells me the connection failed, and Outlook express stops at Finding host and then bails out with:

The connection to the server has failed. Account: 'Telkom ADSL', Server: 'smtp.telkomsa.net', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

Some other tests:

Pinging smtp.telkomsa.net [196.25.211.150] with 32 bytes of data:

Reply from 196.25.211.150: bytes=32 time=62ms TTL=122
Reply from 196.25.211.150: bytes=32 time=61ms TTL=122
Reply from 196.25.211.150: bytes=32 time=60ms TTL=122
Reply from 196.25.211.150: bytes=32 time=59ms TTL=122

Microsoft Telnet> open smtp.telkomsa.net 25

Everything else works fine on my connection:

Microsoft Telnet> open pop3.telkomsa.net 110

Any idea what the cause of this could be?
