Tough roaming rules for foreign visitors

I wonder who will get the contract to build the necessary system for use at the airport - heaven forbid it's the eNATIS group.

There is no point to this legislation. Period. Organised crime will find a way around any system thrown up to fight it. Encrypted VOIP, anyone?

Creating a bureaucratic morass to combat crime just makes everyone suffer for it more.

this might be necessary be hell to annoy high paying tourist is a bad thing.Can't this be done when they book their ticket at the departing point? surely it can't be that difficult? what do other countries do in this instance?
 
RICA is looking to be the biggest balls up ever. It is impossible for it to be properly implemented.

And as Gatecrasher mentioned, only the most retarded of criminals will ever actually be prosecuted using it.

Nothing. Once you have enabled international roaming on your account you can use it quite freely overseas.

I'm missing the plot here.

You come to SA and start roaming on xy or z network, lets say vodacom. Vodacom will bill someone for this service for sure - say Orange UK. Orange UK will want to bill somebody , namely their customer, who in turn should know who has their fone if it's not themselfs.

If said fone is used for criminal activity - How hard can it be to trace the owner for heavans sake??

And if the Orange customer is a crook and given false info to their cell company in UK- sure as hell they'll give false info to the security checkin at the airport - and they'll never find them again once they leave the airport and dissappear into darkest africa anyway!!

If i was a crook i would steal a few mobile radios rather. 25watt jobs with a 50km+ radius - can't be pinpointed to a specific cell either, free and untraceable! Sowhat if anyone can hear or understand your code or not.

it is possible to roam on pre-paid as well.

I have a Botswana Mascom prepaid phone, and am using it on roaming in South Africa without any checks.

This said: The whole law is a costly stupid thing that won't help getting 1% of the countries baddies.
 
The stated purpose of these types of laws are not their real purpose.
 
A lot of this is about control. The ANC is obsessed with it. They want to listen to us in case we want to vote for Zuma.

What like every GSM phone that I've ever owned in its default configuration...

And when I roam internationally my phone generally picks up whatever network is available - does that mean that a tourist would have to register with every local operator that they wanted to roam onto.

It's okay, this'll get killed off as soon as the ministry of travel/tourism get hold of it. Most of the time SA govt is bending over backwards to attract touri$t$..
 
It makes me worry about a few fundamental things...For example you have Patricia de Lille going around making random noises about monitoring bloggs and Mixt. We laugh at it now and say it's impossible, not even China can do it with all their resources and motivations....what if in a few years time and they decide that maybe not a bad idea?
