655 14 4G - who runs this network?

Here in Florida, Johannesburg my LTE stick tries to connect to this network:
Network: 655 14 4G
which seems to kick out the MTN 4G I usually use.
It is listed as "allowed" but provides only "limited service"

Now MCC 655 is South Africa but MNC 14 is not assigned to any provider what puzzles me...

I fixed now the network to connect on MTN 4G but I am still curious what the other MNC 14 now is.

Anybody in the know?
