I met someone once who was a cop on a CIT task force. He said there are waves of CIT attacks and then they track them and take out the groups, then there is a lull where they have to train up new guys and put the groups together.

I just have to ask if anyone else picked up that one of the weapons displayed is an American M4 Carbine and NOT an R4???

I don't know guns, but looking at pics of the carbine I assume you are talking about one of the black rifles? If so, I'm sure I've seen SBV guys carry something similar.

The law already makes provision for that with common purpose, so all of them will be charged for the death of the police officer even if you were just the getaway driver, you will get charged and will most probably get a life sentence for each death on the scene.
