I don't think there is really anything like that, because ultimately we still have to break out of Telkom's network. If we, for interests sake, were ever able to break out directly from an exchange or have your DSL line linking directly to MTN's network, we would never have capacity issues on their national fibre network. The restriction is always on IPC to break out of Telkom onto their network. If MTN could provide IPC directly, it would provisioned within days, however IPC actually belongs to Telkom, so only their technicians are allowed to work with it, even though it is housed in MTN's facility.
again, unfortunately, this is where a form of LLU, would be MOST helpful, and loooong overdue.... but alas
