Nah - if the exchange were congested, I wouldn't get full speed on downloads, or at all.

Almost every video suddenly stops for around 20 seconds and then jumps to the lowest quality. Normal browsing seems to be fine.

I've run some tests and can't seem to replicate the issues. Drop me a PM with your info and we'll run some further troubleshooting :)
 
To anyone who needs a Static IP service, Afrihost is they way to go.

I have never seen such low latency on a L2TP tunnel ever!

It has been constant at 23ms for over 2 days now!

Mweb's Static IP Service was giving me anywhere between 50ms to 120ms it never really worked and was slow!

+1 to Afrihost.....

My online experience is pretty much fine its just YouTube. My dota2 ping is fine, general browsing is fine.
 
Can't stream from Apple using Apple TV tonight on 10Mb account. Stutters like it was on my 4Mb line. Speed test shows full 10Mb speed (987kb/s) so does NZBs and streaming Netflix. So much for watching iTunes festival vids tonight.
