Well, my bad. I didn't know that they are referring to them not having enough bandwidth to allocate to clients as a case of congestion. Yes the end result of not being able to allocate enough bandwidth is technically congestion, but that however is then the actual problem. The problem being not having enough bandwidth to allocate to clients.

The congestion referred to Afrihost not the exchange - I made sure of this when I spoke to support.
He told me Afrihost were in the process of purchasing additional IPC (not sure exactly what this means, but I know its referring to the ISP and not the Telkom Line)
