The intermittent trend seems very consistent over both accounts. Generally when we see a network wide issue, latency problems are more pronounced than this, so I think this may also be influenced by local conditions. Are you testing this over WiFi?

To answer you, no. I'm using a Asus DSL-AC68U DSL modem which has a gigabit switch and my PC is connected to the modem with with a CAT6 cable

Check your cable. Latency between your computer and router should be <1ms.

Can you try and replicate this with a basic ping test using the same TTL, packet size and interval?

actually I doubt a 5ms ping would drop my DSL line down to a from a 3.8Mbps down to an averge of 2.5Mbps line speed...

If your ping is that high locally there is a large chance of packet loss. This will cause your average to go down (especially TCP/IP as it would resend the packages).
Secondly if your line is 4Mbps ADSL, you will get about 3.0-3.6Mbps after overheads.

5ms would mostly be considered negligible, but it depends on where it occurs. On the first hop to the router (from 1ms to 6ms) could be more significant that on your destination latency.

Could you please trying pinging the same URL or IP, using the same TTL, interval and packet size and see if you see the same variation?
 
Had my best experience in years with Afrihost today and really experienced that Awesome Service from way, way back. (My five year anniversary with AH is coming up in a few weeks). First, my call to support was answered within 60secs, (I nearly fell off my chair!) and was talking with a very patient and obviously clued up guy named Jaydy for over an hour. He talked me through resetting my router and one or two other little problems I was experiencing.
Everything is now running just great - My download speed on Afrigreen is 8.75Mbps (10Mbps line in CapeTown area) and has been running at well over 8 for the past couple of hours. (Normally at about 2.30PM I get a sharp dip in speed - have assumed all the kids getting home from school) but right now streaming in HD with no buffering. I closed the Afrihost connection/account and will from now on use Afrigreen exclusively. Things are, at last, really looking up. (I hope management rewards staff like Jaydy as they are the real people who make the company great).

Looking at it, every time your hop to router spikes you get a corresponding spike in all subsequent.
Have swapped the cable/router yet?

The routing appears fine, the network routers and devices simply do not respond to ICMP requests after Hop 9. So the data is being sent to the correct place, you just don't get a response to your traceroute.

If it had not been set to a maximum of 30 hops it would still be tracing, it definitely got lost, unless you are saying more than 30 hops to a local South African host is normal?

It never actually connects when opened in a browser, the web page loads but the stream never starts.

Hmmm, we're not able to open the Stream on AfriGreen or regular Afrihost accounts. We're looking into this now.

EDIT: We can't get the stream to run on any of the standard browsers, nor with a SAIX-based test account.
