Afrihost Uncapped ADSL Feedback

Just to confirm i'm unaffected , my internet speed in flying this afternoon
 
Seems like afrihost just can't provide good internet for the weekends?

1mb uncapped

This was a MBB speed test on international.
 
So what does "Shaping Policy: 5% Download Speed" mean?

Having had the first full week of decent Internet with Afrihost since last October, it all slowed to a halt this afternoon presumably because my client zone says "Shaping Policy: 5% Download Speed". And this is on far less bandwidth usage than the level at which we were usually more or less throttled at last year when Afrihost still functioned properly.

As far as I am concerned, if 5% of download speed means 5% of the 4mbps line speed (i.e. ~25KB/s), then this is actually a CAP for all intents and purposes, so can we know at what level we're being capped and would Afrihost kindly advertise the accounts as such - i.e. in my case 4mbps "uncapped" actually means 90GB capped? The "100% Realtime Speed" seems to apply to web browsing and absolutely nothing else, including the office VPN and Apple TV.
