It will always be capacity dependant. At the moment, I'd say it's pretty unlikely, though today torrents speeds were generally good from what I could see. We're also looking at restricting the heaviest downloaders even more, meaning lighter users should be less restricted.
Once new capacity comes online, things should be be a lot different. We're still going to have the same policies in place, but with ample capacity, the effect should be negligible.
Well I'm not a heavy downloader and I was restricted to 40KB/s on a 4Mbps line today. What the hell is that? Surely you can't expect to throttle people that badly without consequences. If thats the sort of daytime speeds I can expect till feb, maybe march next year I'm out.
