Speedtests show approx 2 meg for a 4 meg line. The test my line function doesn't work, it keeps failing.
Direct downloads max at around 80ish kilobytes. Torrents at 0.1kB/s to 10kB/s

Really hoping our exchange isn't being a problem, or worse, broken

Looks to me to be at your exchange. The second hop seems to take ages to reach our network.

Telkom problem was resolved some time during the night. Account was working well when I left this morning.
Also getting insane disconnects this last week...
Sometimes it disconnects and doesn't reconnect for like 10 minutes... I can restart the router, and do whatever a want, it just doesn't want to connect. I just now just leave it and eventually noticed the internet is working again.The speeds for me has also been all over the place lately. Sometimes it goes great, but all of a sudden it disconnects, minutes later it reconnects and then I can't even open the speedtest.net website. Everything just times out. then I need to restart the router again and then it's better.
One thing i've also noticed is, for a while now, I can't watch two youtube videos right after each other.
I'll watch one, and it streams fine, when I play the next one, judging from the progress bar, it seems to load at about 80kB/s. I need to refresh the page, and only then it loads fine again.
The thing I don't understand is, our 1mbps Openweb uncapped at work streams 480p video just fine but the 4mbps Afrihost at home often struggles. Last year I was able to stream 720p without any buffering, video after video.
