Depending on the number of downlights you have earmarked in each room, x4 x6 x 8, it becomes a shlepp if one of them blows and your reliant on importing replacements.
Why don't you consider buying LED down lights locally, from buliders, AC/DC or Leroy Merlin, then making each room's lighting array smart with a single Shelly?

Because you are replacing all of your lights, or at least it sounds like, you could consider 12 volt bulbs, followed by a PV panel on your roof, with a small ups. You'd have uninterrupted DC lighting for when the Power goes off.
