"When I raised concerns about this bill on Monday, the Minister of Provincial and Local Government denied any knowledge of it," Zille said.

"He said: 'If Mrs Zille has such a document, she must produce it.' A spokesperson for his department also feigned ignorance, claiming: 'I don't know where [Zille] got it from but right now, as we stand there are no such plans.'

"ANC spokesperson Jessie Duarte said: 'The ANC wishes to place on record that it has no intention to diminish in any way the Constitutional powers of local government'

"It enables national government to limit the executive authority of municipalities in respect of local government matters listed in Part B of Schedule 4 and Part B of Schedule 5.

"This includes electricity and gas reticulation, water and sanitation, fire-fighting, refuse removal, waste disposal, markets, municipal roads and cleansing.
I can understand why the DA is trying to fight this because it effectively nullifies any local municipal victories that they may have.

But, if there is one person to blame, i.e. Central Government; then there can be no obfuscation of the truth by the Central Government.

But, I suspect that the way that the change is worded would mean that local municipal government takes all the blame even though they have no say in the way that things are run.

I would prefer that the blame for the failure of a municipality that is controlled by the ANC, be laid squarely at the ANC's doorstep, in a very transparent manner. (Or whomever the Central Body is controlled by.)

The current infinite loop blame game that municipalities play must be stopped, and removing control from the municipalities is one way of doing it.

Given the chaos in the government at this stage is probably true that the Minister did not have any knowledge!

Also probable true - the spokesperson DIDN'T know where Zille got it from. And the plans was put away in a filing cabinet so it wasn't at the place he was standing at. And he also didn't know about it in any case being the spokesperson.:o:o

"ANC spokesperson Jessie Duarte said: 'The ANC wishes to place on record that it has no intention to diminish in any way the Constitutional powers of local government'

The ANC might not have the 'intention' but if it happens accidentally - happiness is.:rolleyes:

So in summary the ANC can't lie.

Minister of Provincial and Local Government denied any knowledge of it

would that mean that the minister isn't doing his job ? would think any bill that concerns his ministry would be well known to him.

Isn't this exactly what has caused so many issues in the USA: a central government with too much power. That is why 11 states have declared sovereignty from Washington, D.C.

But the ANC is not concerned about the welfare of this country, only that they "rule till Jesus returns".

Dude, we do not have states, we are not a federal government. Nuff Sed...

this is an ANC insurance policy in the run up to the elections, should they lose control in certain areas.

The ANC wishes to place on record that it has no intention to diminish in any way the Constitutional powers of local government

If that is the case then why did the Minister either lie, feign ignorance or was being arrogant and obstructive. Whatever his motivation, he was trying to hide the document. Otherwise he doesn't know wtf is going on which is typical ANC incompetence

Then He'll come earlier for them... cause I promise... I'll fight for secession :D

This 17th Amendment to the Constitution the ANC claim is intended to reintroduce the regional REDS to administer and control the supply of electricity? The DA are concerned that the Amendment is too vague and does not specifically mention only electricity but all local services and can be used to control Local Authorities, even ones the ANC do not control.

The 17th Constitutional Amendment which involves Local Government interference from National Government to me is the single biggest mistake to blot our Constitution since Kortbroek and Company amended the Constitution to allow themselves to jump political ship. This as we know was later rescinded, but it cost the country a lot of stress and altered many political landscapes with the loophole.
I would not be surprised if Kortbroek and his buddies did not dream this one up themselves. It smacks of old Nat tactics.
Furthermore I fail to understand how the Municipal System Act of 2000 can exist with such an Amendment as it apparently enshrines Public Participation in Local Government, whereas this sort of interference simply takes such participation away and rubbishes it.

@ all legal eagles out there :

I know it's been laughed off before, but what would the stumbling blocks be to a serious secession attempt?

I mean The Cape Republic could be the first real multiracial, mulicultural success - couldn't it?
