A female presiding officer was arrested at Ulundi, in KwaZulu-Natal, on Wednesday after marked ballot papers were found at a polling station.

Director Phindile Radebe said ballot boxes and ballot papers were being transported from Ekhombe to Nkandla on Tuesday night.

When the delivery arrived in Nkandla at 20:00, two ballot boxes were missing.

At 07:30 on Wednesday morning, party agents at Ulundi reported that a person was in possession of completed ballot papers and in the process of putting them into the ballot boxes.

"We are investigating charges in terms of the Electoral Act as well as fraud," said Radebe.

Voting delayed

Provincial safety and security MEC Bheki Cele waited for the presiding officer implicated in the crime at the police station in Ulundi.

Earlier, the ANC said the two boxes containing 100 marked ballot papers were found at 19B South Hall in Ulundi.

In addition, IEC officials at the Ulundi polling station said an envelope which was supposed to contain 53 special votes had been found with 104 votes inside.

Another batch of ballot papers found had been marked in the IFP's favour, the officials said.

The ANC has expressed shock at the discoveries.

Voting at the affected polling station was delayed.

IEC regional supervisor Xolani Ngcobo said the deputy presiding officer would take charge at the polling station, which was being monitored by a number of international election observers.

Earlier it was reported that the ANC in Kwazulu-Natal said marked ballot papers were found in Ulundi before the voting station in the area was officially opened on Wednesday.

Does anybody know when Free and Fair election becomes a rigged election?

I've always been intrigued at the attempts to make us feel like voting is a well controlled clinical process, involving millions of identical sheets of paper with crosses marked on them with a simple X using a pencil, which can in no way be linked back to the person who drew the X.

However, at the back of my mind is that niggling feeling that there is no break-point clearly defined where certain actions by members of political parties result in the election no longer being Free and Fair.

In a previous thread somewhere, allegations of the political party providing food parcels to voters were suggested, something that would disqualify that political party from the race, however, no action was visibly taken.

Just makes one wonder how rigged this election really is.

Is there a cross check balance limit?
Something along the line of:
- If the number of ID Books scanned at the stations differs by more than 5% from the paper votes counted, then we have a failed election.

It's a catch 22 situation.I would not want to be linked back to my vote as I'm sure most others also would not.
There should be unique numbers on the ballot sheets or something,one of democracy flaws.Unless we start using a computerised voting system,then again thats open to hackers...

I'd disagree with 5%, I'd say if there's even 1 more vote the poll should be declared invalid
