No way for this to be achieved without root?

As you can see, its a process to achieve with root, googles locked down certain setting such as gps for security reasons, you need a 3rd party app in order for 3rd party apps to access it.
GPS is one of the few settings that's never been autoamtable without root, recent versions of android and increased security made it even more difficult.

I've asked this before but whats the quickest & easiest way to root, keeping the stock firmware and "official" status?

Not sure how that benefits anything, rooting is enough to void your warranty depending on the circumstances of the root, its like saying stealing is only a crime if you get caught.
Personally I do not care, and the providers care about as little, we all know root does not damage the device, improper rooting can do it however difficult it may be. Flashing the wrong custom roms, even more difficult, can, but seeing as all custom roms now do device compatibility checks you would have to try bloody hard to eff up your device doing that

Will the Google "Device Manager" service and app not do that for you? You can see the device location and seems to find it regardless of whether GPS is turned on by you or not.

I used this app a while back. Have they improved the accuracy when in pocket? It was rather iffy...

Yeah, IIRC you posted it here last year. I found that it constantly turned my screen on. I installed it again the other day it still seems a bit "iffy" to me. I now just use it to "keep screen on by motion" when I am reading...

Is it possible to use Pushbullet with multiple Google Accounts? I use a work account at work an personal account at home... There doesn't seem to even be a way to logout from the current account, probably going to have to uninstall and reinstall...

Titanium Backup:
You can backup, restore, freeze (with Pro) your apps + data + Market links. This includes all protected apps & system apps, plus external data on your SD card. This is by far my favourite file explorer, the side-by-side view is really handy as well

SMS Backup+:
Automatically backup SMS, MMS and call log entries using a separate label in Gmail / Google Calendar. It is also possible to restore SMS and call log entries back to the phone (MMS not supported yet).

I would think so, yes. Perhaps not so much the notification mirroring aspect, though.

You could always write a Tasker action to automate which account to use based on location...
