It's a CSS foundation. It won't do your layout for you but does include normalize, grid, basic ui and less src, etc. Bootstrap is not a substitute for design.

No. Its not just like Optmizley. Bootstrap contains different elements for design and foundations for building responsive web apps. RTFM.
