Let's not get too excited.

While we're hoping for some sort of file manager, this is probably just another version of iCloud Drive Manager.

I think it is a real thing. With full file encryption it is now possible to pass encryption keys to the other app instead of awkward "Open in" menu item. In this way we can finally enjoy shared folders instead of maintaining multiple copies in each app.
According to the report, the appearance of the new Files app suggests that Apple may allow iPhone and iPad owners more access to the file systems on their devices.

Pretty sad that Apple users have to look forward to a feature like this.
