Let's apply common sense.

I can pretty much guarantee he won't be allowed to smoke with a paying passenger in the car and smoking in the car with no one in it will be his choice to make but it'll make the car smell like an old cigarette butt which no one likes and that will result in neg ratings given by passengers. "it was disgusting, the car smelt like an ashtray, etc etc"

If I paid for an Uber and it reeked of smoke I'd neg the driver, not a pleasant smell at all.
 
No. Doubt that its going to be profitable at all. the requirements are a sedan type car 2006 model or newer. If you take the costs of running say average 2012 Toyota Advanced or whatever, costing ±R200k. Per kilometer its running now at probably R4/km(commercial use even more). Friends of mine recently went to Sandton from BOksburg. Getting charged R100 per person or something like that. 50km trip. They were 3, so thats quite profitable. But hitting the 1 person won't make you money. Thats why weekends to nightclubs in the north would work. Mostly you'll have 1 person during the week and your car will be running at a loss. Anyone can correct me if I'm wrong, just how I see it.
Uber don't charge per person they charge a combination of per km and time it takes.

You'll probably get those, but very few. Those would be Uber black/premium or whatever they call it with more luxury cars.

100% agree with you, what I'm trying to gather is if he uses a twisp or a ecigs is that allowed?
If it is then cool, if not then it's understandable and something to keep in mind.
Btw, I personally hate smoking, can't stand it, but I understand it's a habit that difficult to stop. Plus it's the one decision I'm proud of, never starting in the first place.
 
Suppose with E-cigs this maxim applies :

If a tree falls in a forest and no one is around to hear it, does it make a sound?

Granted he'll only be able to smoke it without rides aboard and I can imagine heavy E-cig smoking in a confined space can eventually still start smelling the place out/staining the roof liner etc.
