And plenty of 'natives' have no clue what democracy means, how it's supposed to work, or how they should use their democratic rights to effect change. This, of course, includes plenty of 'white natives'. My own experiences have shown me that plenty of otherwise well educated people are dangerously ill-informed about political processes and democracy in general.
While I share your dismay with people being condescending towards people they deem too stupid to understand democracy, you must realise that people who are well-informed, and well-educated will often be white, and their voice is also important. The 'be quiet and stop complaining, whitey' inclination gets my goat.
