We could do with a few large transportation hubs.
The issue is always going to be the last mile. A truck will be needed to take goods to its end point. But the stuff in between doesn't need to go that way. There is a chunk of space outside the cities where a train deopt could be set up. There is a container terminal in City Deep but that is too close.
Simple example - hub in Camperdown, hub in Benoni. Ship arrive in Durban. Unloaded from ship onto train. Train takes to Camperdown. Some containers split for distribution in Durban, rest get railed to Benoni. Load onto truck for delivery in Joburg area.
That solves the problem of trucks on the N3 and it will deal with some of the trucks in rush hour.
Fact is we are going to have a few around but if the rail arrivals get co-ordinated maybe we can have the deliveries at times other than rush hours.
Business does like to bitch about productivity losses from sitting in conjestion - but maybe they could come to the party and take deliveries at the 'odd' hours.
