HIGH-PROFILE MURDERS GALVANISE PEOPLE: ISS
The murder of celebrities and high-profile people such as Bafana Bafana captain Senzo Meyiwa often galvanises the public to help prevent crime, an analyst said on Tuesday.
"Anywhere in the world, far more attention would be given to the murder of the captain of a high profile national sports team than a person who has a low public profile," Institute for Security Studies governance, crime, and justice division head Gareth Newham said.
"This is because many people already know who the victim is because of their high public profile and therefore are more affected when that person is murdered. When people don't know the victim of a murder they are less affected by it."
However, this did not necessarily mean the public was apathetic and fickle.
"It is difficult for the public to reduce crimes such as armed robberies or firearm murders," Newham said.
"In fact it is not desirable for members of the public to start arming themselves to confront armed criminals.
"This leads to increased vigilantism and the collapse of the rule of law which negatively affects the stability of a country.
"It is often high-profile murders that assist to galvanise more people into taking action such as joining community police forums or providing information on the whereabouts of criminals to the police," Newham said.
Meyiwa, the national soccer team and Orlando Pirates captain and goalkeeper, was shot dead by robbers in Vosloorus, Ekurhuleni, while visiting his girlfriend, singer and actress Kelly Khumalo, on Sunday night.
National police commissioner Riah Phiyega announced on Monday that she had set up a multi-disciplinary task team made up of forensic, crime intelligence, and visible policing members to handle the murder case.
A reward of up R250,000 was being offered for information that could lead to the arrest and conviction of the killers.
Recently, the murder trials of Paralympian Oscar Pistorius and British businessman Shrien Dewani have captured the interest of the public and the media.
Last Tuesday, Pistorius was sentenced in the High Court in Pretoria to five years in prison for the culpable homicide killing of his girlfriend, law graduate and model Reeva Steenkamp.
He was also sentenced to three years in jail, suspended for five years, for discharging a firearm at Tasha's restaurant in Sandton, Johannesburg, in January 2013.
The National Prosecuting Authority (NPA) said on Monday the State would appeal against Pistorius's conviction of culpable homicide and the sentence he received.
Dewani's trial is currently underway.
He is accused of the murder of his wife Anni Dewani during their honeymoon in Cape Town. He has pleaded not guilty to charges of murder, kidnapping, robbery with aggravating circumstances, conspiracy to commit these crimes, and defeating the ends of justice.
Dewani claims the couple were hijacked as they were being driven through Gugulethu on Saturday, November 13, 2010. He was released unharmed and Anni driven away. She was found shot dead in the abandoned minibus in Khayelitsha the next morning.
The State alleges he conspired with others to stage the hijacking in return for R15,000.
Newham said the criminal justice system needed to be improved if people were to have more faith in it and work more closely with it.
"There will always be some level of crime, and it will always mostly be 'underground'. However, it can be managed so that it does not pose the type of major risk to the public that it currently does," he said.
"To reduce armed robberies it is important to appoint the best possible people to head the SA Police Service (SAPS)."
Newham said the National Development Plan (NDP) recommended that a multi-sectoral and multi-disciplinary national police board be established to ensure that this happened.
"While there are very experienced senior police officials, too many people have been appointed into top positions without the necessary skills, experience, and dedication to integrity."
He said the country continued to see "serial crises of top management" in the SAPS, as some honest officers were allegedly targeted for removal, while corrupt officers were allegedly protected.
"This situation causes mistrust and low morale among the senior officers who are then unable to put plans in place to use the considerable police resources available to reduce robberies," Newham said.
"This is why we keep seeing the establishment of task teams to respond to specific incidents, rather than clear strategies to improve policing generally."
Newham said it also had to be recognised that much violence, including most murders, rapes, and assaults were interpersonal in nature.
"To reduce this violence, we need to invest more in social workers, improving teachers and front-line health workers."
For two consecutive years murders, attempted murders, and armed robberies had increased exponentially, demonstrating that there were no clear strategies to address the problem.
"We need to start implementing the NDP as a matter of urgency," Newham said.
"The NDP has sound recommendations for professionalising the SAPS and developing an integrated approach for crime reduction. We therefore welcome the statement by the minister of police that he will be guided by the NDP."
It was reported on Sunday that a "reference group" was established by Police Minister Nathi Nhleko to look into appointments, suspensions, and disciplinary and criminal proceedings involving senior police management.
Nhleko's spokesman Musa Zondi said the committee's six members, who he did not name, were not from the police, but "experts in their own fields".
The committee would reportedly probe Phiyega for allegedly warning Western Cape police commissioner Arno Lamoer that he was being investigated for his alleged links to drug lords, the suspension of police crime intelligence unit head Richard Mdluli, and claims that KwaZulu-Natal Hawks head Maj-Gen Johan Booysen was being targeted.

So if I got this right, you agree its the global pattern in dealing with things like this yet in the same breath you don't think you are idealistic to want more equality in cases like this.
Can you see the problem there, this is the way things have been done since the history of time and it's unlikely to change.
Take for instance our little fanfare in London at the moment, the Innova Brics summit. Ministers all trying to sell SA as a global investment opportunity, it's safe, bring your wifes and kids it's wonderful.
Then boom, the only SA press over there now is how the Captain of the national soccer team was brutally gunned down.
Thats a hard sell that.
The other 49 or so people murdered yesterday were not worth the ink.

IDENTIKITS OF MEYIWA ATTACKERS RELEASED
Police released identity kits of two dreadlocked men with gold teeth believed to be involved in the shooting of Bafana Bafana captain Senzo Meyiwa at the weekend.
"Police are appealing to anyone who may identify the ID kits of the suspects below to come forward," Brigadier Neville Malila said on Tuesday.
They were compiled after police had interviewed witnesses.
The first attacker who entered Meyiwa's girlfriend Kelly Khumalo's home in Vosloorus, Ekurhuleni, on Sunday night was believed to be aged between 25 and 29.
He was believed to be 1.68m tall, slender, and had dreadlocks to just below his jawline, and a gold upper tooth. At the time of the crime he was wearing a brown jacket with a woollen collar and a hat with a checkered pattern.
The second man, who was standing outside the gate of Khumalo's house, was believed to be about 25, about 1.80m tall and slender. He wore a black hooded top and also had a gold tooth, dreadlocks, a beard, and a moustache.
Meyiwa was shot once in his upper body during a scuffle after two men entered Khumalo's home. A third man waited outside. One shot was fired inside the house and two more were fired randomly outside.
One attacker used a .38 revolver, so no cartridges were left on the scene, police said on Monday. He demanded cellphones and money.
National police commissioner Riah Phiyega announced on Monday that she had set up a multi-disciplinary task team of forensics, crime intelligence, and visible policing officials to handle the case.

MEYIWA TO BE BURIED ON SATURDAY
Bafana Bafana captain Senzo Meyiwa will be buried in Umlazi, Durban, on Saturday, his club Orlando Pirates said on Tuesday.
Meyiwa was shot dead while visiting his girlfriend in Vosloorus, Ekurhuleni, on Sunday evening.
Pirates chairman Irvin Khoza and KwaZulu-Natal premier Senzo Mchunu visited the Meyiwa family in Umlazi, Durban, on Monday.
"Senzo was like a son to me. He came to Orlando Pirates in his mid-teens," Khoza said in a statement.
"It was heart-warming to see the KwaZulu-Natal leadership put aside their busy diaries to join in visiting the Meyiwa family."
Pirates said they had asked the family to consider holding the funeral on Sunday because Olympic silver medallist Mbulaeni Mulaudzi's funeral was due to be held in Limpopo on Saturday.
However, they deferred to the Meyiwa family's wish that the funeral remain on Saturday, the club said.
Further details would be provided in due course.

"The service is open to anyone who wants to come to pay their last respects to Senzo, but that girl [Kelly Khumalo] is not welcome. She mustn't even think about coming," Meyiwa's father, Samuel was quoted as saying.
Gauteng detective unit head Maj-Gen Norman Taioe told reporters in Johannesburg that Meyiwa was shot in his upper body while visiting his girlfriend, singer and actress Kelly Khumalo, in Vosloorus, Ekurhuleni, on Sunday night.
Two men entered the house as the 27-year-old national team and Orlando Pirates goalkeeper and captain and his friends were leaving. One of the attackers was waiting outside.
"Senzo and his friends were leaving when the two entered the house. One of the attackers bumped into the first friend and a scuffle ensued," Taioe said on Monday.
One shot was fired inside the house, and two more were fired randomly outside. The three fled the scene with a stolen cellphone.

NO ONE HELD OVER MEYIWA KILLING: POLICE

RENAME HIGHWAY AFTER MEYIWA: NFPYM
The National Freedom Party Youth Movement on Wednesday called for the Mangosuthu Highway in Umlazi, KwaZulu-Natal, to be renamed after murdered Bafana Bafana and Orlando Pirates captain, Senzo Meyiwa.
"As the NFPYM, we humbly request the municipality to honour our fallen hero by renaming Mangosuthu Highway in Umlazi after this national icon," secretary general Busi Tshabalala said in a statement.
"We are of the view that this will be a befitting honour for this humble human being who was always patriotic in every respect."
Meyiwa was shot dead in Vosloorus, Ekurhuleni, while visiting his girlfriend, singer and actress Kelly Khumalo, on Sunday night. The attackers apparently demanded cellphones and money.

A memorial service organised by the KwaZulu-Natal provincial government will be held at the Durban City Hall on Friday ahead of his funeral on Saturday. Meyiwa will be buried in his hometown of Umlazi, south-west of Durban.

The National Freedom Party Youth Movement on Wednesday called for the Mangosuthu Highway in Umlazi, KwaZulu-Natal, to be renamed after murdered Bafana Bafana and Orlando Pirates captain, Senzo Meyiwa.
"As the NFPYM, we humbly request the municipality to honour our fallen hero by renaming Mangosuthu Highway in Umlazi after this national icon," secretary general Busi Tshabalala said in a statement.
"We are of the view that this will be a befitting honour for this humble human being who was always patriotic in every respect."
Meyiwa was shot dead in Vosloorus, Ekurhuleni, while visiting his girlfriend, singer and actress Kelly Khumalo, on Sunday night. The attackers apparently demanded cellphones and money.
On Tuesday, police released identikits of two dreadlocked men with gold teeth believed to be involved in the shooting.
A reward of up R250,000 has been offered for information leading to the arrest and conviction of the killers.
Two people were questioned in connection with the murder but were later released without being charged.
Tshabalala said Meyiwa was an extraordinary young person, who achieved a lot though he was from a dusty township like Umlazi. She said he had proved that no matter where one came from, one could still achieve one's goals.
Tshabalala said renaming Mangosuthu Highway after Meyiwa would serve as an inspiration to young people to live their dreams.
"He inspired confidence and was a role model to upcoming youth. As young people we looked up to him and he left a legacy that will stay with us for decades to come.
"It is for this reason that as the NFPYM, we feel that the least we can do to remember this young man is to have Mangosuthu Highway renamed after him," she said.
