How does Afrihost define when a user is no longer using the network “fairly,” under your fair usage policy?

You are on a Mybroadband Game Show. There are three curtains: A,B and C . Behind one is the ability to install fibre to the home at R10/km. Behind the other two is a new law that turns off all other undersea cables besides SAT3. RPM know what curtain the gift of cheap FTTH is hidden behind. You are asked to pick a curtain. Before revealing what it hides, RPM reveals a curtain other than your own that contains the law. He then asks you if you want to change your choice.

My question is:
Do you change your choice of curtain?

Wow! Thanks for all the questions. To be honest I'm feeling a little overwhelmed - I cleared my diary for this afternoon but that still only leaves me till 17h00 to answer them all! I'm going to do my best to answer as many questions as I possibly can. Forgive me if my answers seem brief but I really want to try and answer all the questions. And also some of the questions, of the 'How would you solve the problems of the Universe' nature, may not get the lengthy answers they deserve - It can be a challenge to solve these problems via answers on a forum ;-)

Also if you reply to my answers once I start replying then there's a good chance I may not get to your comments as I'm trying to work through all the other questions from the beginning of the thread.

My ADSL package and maximum Telkom line speed is 4Mbps, but in speed tests consistently only achieve 3.3 to a local server, and around 1 on a California server. It is bad enough having such a low maximum available, but who is at fault for my not achieving it?
 
When will Open Access on FTTH networks become a reality instead of just lip service that it's currently getting? I don't want a line faster than my current 4MB ADSL I just want reliability.
