I actually saw a few on the N1 on the way to Polokwane, they seem quite old and are still there.

They've been there longer than 10 years. For the Cape Town ones at least

That person that attacked you still advancing on you I would consider a threat.

If the guy was unarmed.. no you can't. Must be armed to pose a valid threat in the eyes of the law as far as I know.

But I certainly wouldn’t try shooting. Neutralizing the thrower would be appropriate, shooting in the leg might potentially be accepted. Killing, simply no.
