Normal citizens are already dying because of them? There is already a death penalty and it's not effecting the criminals at all. There needs to be something that can strike fear into these things.
New Government is the only option. Well there is another option, communities take matters into their own hands..

Sheesh it's becoming a pandemic, what exactly are these morons planning to achieve? You might get a cellphone and maybe some cash? WTF!!! This is a symptom of a really inept government and people with such callous regards for human life, I normally don't call on the death penalty but it needs to come back. They need to have Casspirs rolling through the streets again putting fear back into these "people" because I'm sorry you cannot call them people when they act like this.

Some will kill for R20. I put most of the blame on drugs, though others might disagree. At the rural village where I come from, there was virtually no crime until proliferation of hard drugs. It's still relatively safe but things are starting to get missing and there has been a spike in muggings and house robberies.

Most of those caught have been found to be drug addicts.

We await your solution...

I would have presented a solution if I had any. Just because someone proposes something, it doesn't imply it's a workable solution. Cages are the best solution so far but there are other options available, like policing hotspots.

Cost effective and practical. Maybe they can do it in hard wearing plastic to avoid steel theft.

they will just set the plastic alight

I can see Minister of Traffic enforcing a new speed limit when passing under a bridge. A nice yield line painted close to every bridge with a 40km/h and a sign that's says, 'Rock Throwers Ahead, Drive Slow'.

They should use ghost squads to catch these ****s. Pedestrians aren't supposed to be on the highways in any case.

It won't help. A rock falling from that height can still kill a person/disable a car, which is enough for these thugs.
(edited my post, you too fast man) Yes I agree. It's just the kind of solution this government will think off.

The are on the bridges going over the highways. Also many informal settlements literally next to the highway, the highway is the sidewalk

In Gauteng they have fenced off the highways where informal settlements have sprouted. and some of the bridges are enclosed near informal settlements

Your solution is even less feasible and would be less effective and more expensive.

Let's call these opportunists....Stone age hunters.

http://www.dailymail.co.uk/sciencet...ing-rocks-effective-weapons-early-humans.html

Long before the invention of the spear, our prehistoric ancestors were throwing rocks to take down prey on the African plains.
Small chunks of rock, many the size of a tennis ball, still litter the Earth at important archaeological sites on the continent.
Now researchers believe prehistoric hunters were able to wield these weapons with great accuracy, taking down animals from up to 25 metres away (82 feet).

An international team collected 55 of the stone balls near caves at an archaeological site in South Africa.*
The sites at the Makapan Valley are among some of the most important palaeontological sites in the world.
Focusing on stones recovered from sites dating between 70,000 and 1.8 million years ago, the team simulated how they would be thrown by an expert and what sort of damage they could cause to a medium-sized prey animal, like an impala.
The study revealed that 81 per cent of the stones would have inflicted enough damage to take down prey at distances of 25 metres (82 feet).*
A single blow may not have killed the animal, multiple stones from a group of hunters could have slowed or injured the prey to get close enough for the death blow.
Previous research suggested that these types of ‘spheroid’ rocks would have been used to shape or grind other materials.*
But the analysis revealed their weight makes them ideal throwing weapons for Stone Age hunters.

This is my proposal as well, but some complains about that, it's apparently not acceptable.
