blocking adds on your android phone

I have NEVER had this issue. If you are talking about in-app adverts, those should NEVER be displayed outside of the app, specially from the Play Store. If you find an app with malware report it to Google.
 
You need to find the app that is generating the popups and get rid of it or disable that feature.

Browser, yes. Or when you click a link and install malware yes. Google Play apps. No. That was an issue back in the Android 3 & 4 era.

Which Phone do you have and what Android OS is it running OP?
 
Well after everything is said and done why don't you install mobiwol? It gives you the ability to dictate which apps have access to which internet service be it wifi or mobile network. You can then disable everything you don't want to have access to the net with the choice of blocking being background and or foreground.
 
Another problem is of course phones with preinstalled adware. Xiaomi for example show ads in almost all their system apps, flippen annoying. But you can switch it off in the settings of the individual apps. Once an app has been updated you need to make sure to check the options again to hide ads.

While i am using whatsapp or when i am using some other programs a full screen advert either from opera or some add about a musical app.
Would not be so bad if when i click on the X to delete the add it goes away but the problem is in canceling the add it kicks me off the program i am on and i have to re log in and redo everything i was busy with

What Android do you have? What phone do you have?

One of your apps is the problem.
