I would like to see Windows do that as well

My old 386 DOS box could probably do the same

I'm guessing that continuing on to boot into Windows/Linux would consume more time.

So I assume I can hook up my bluetooth cellphone and connect to the internet without needing any drivers then?

Sure you can boot up a stripped down core in a few seconds, but can you do anything useful after that?
