You also need to NOT spend more than before. People that are heavily taxed and acutely aware of all the wastage have zero appetite for being taxed even more to fund yet more wasteful spending.In the meanwhile, you need to borrow and tax to keep the government running.

Because he screwed up so badly, and was so corrupt, they are BILLIONS in deficit. And, there are no easy ways of making that gap up. They can try to tax the rich as they always do, but they are already squeezing the rich hard, and surely even they must realize that there is little juice left to squeeze. Even if they do raise the top tax rate from 45% to 47% or something, there just aren't enough people that earn that much money. And the reason that there aren't enough people that earn that much money is because Zuma's government created basically zero economic growth.
Anyway, it turns out that to make up this deficit, raises in VAT are probably the best way to do it, which hit the poor hardest of all.
So it is ironic that Zuma has created lots of poison pills for the ANC - they have almost no choice but to tax the poor harder because of Zuma's screwups, not to mention things like his promise of free education. And raising taxes on the poor is an issue that will definitely cost them votes in 2019.

Most software development companies have just hardcoded VAT as 14%. Uh oh.
Increase in VAT will create a massive shyte storm and will further compromise our financial status and ratings.
Only thing that will work is an increase in sugar tax and the fuel levy. Being coke lovers, the poor will get hit but then it becomes a choice.
