the reality here is that ICASA can put in the procedures for CPS with relative ease... from my information Telkom's network has been able to handle carrier selection since 2003
but put regulations about procedures in place is very different from regulating pricing. telkom has to offer CPS but the wholesale rate at which it must be offered is not controlled and this will be a far more lengthy process subject to legal delays etc.
