Can Telkom router (Mega 100WR2) do shaping?

I have 4 pcs connected to the telkom router and would like to set up some kind of dynamic shaping so that when trying to browse, if one of the other computers is downloading, the browsing gets full priority on the bandwidth, and then as soon as the browsing stops/page is finished loading, the downloading gets all the bandwidth back again...etc.

Is the telkom router capable of doing this?

If not, I dont have any pc i can use as a server but does anyone know of a peer-to-peer type program that is capable of doing it?

I wanted to do the same thing. I don't have a Mega router, but a Netgear. QoS looked like the answer, but my router doesn't support it and I couldn't find any simple windows apps that emulate it. It also appeared that the (home) routers/switches that do support QoS only shape VOIP traffic to always give that priority.

My cheap solution was just to limit the download threads in all my programs to 3. That way I browsing is able to get into the queue and perform well, and when I'm done the download continues at full speed again.
